We were planning a family vacation to Kentucky and were going to stop in Mammoth Cave, but all the tours appear to be not toddler friendly. Am I mistaken. Thanks

With a child this young, the only one I%26#39;d even consider is the Frozen Niagara Tour. It%26#39;s an hour and 15 minutes. This tour focuses on the cave%26#39;s few formations and includes only 18 steps.
If your youngster is not overly adventuresome or doesn%26#39;t like enclosed places, I%26#39;d give this careful consideration. Not all kids like caves. I think I would ask the ranger if there%26#39;s a refund policy in case your child feels uncomfortable. I have found the parks more than accomodating in giving refunds if anyone gets nervous inside the cave. The nice thing about Frozen Niagara is that you can get out fairly quickly if necessary. You don%26#39;t go that far into the cave from the new entrance.
The other tours offered are pretty long and are better suited to kids 4-5 and up, imo.
If you decide to take a tour, I strongly recommend advance reservations from recreation.gov. Tours sell out in advance; I saw many a disappointed person unable to get on a tour on a Saturday morning.

Another option for a child this age would be to go to Ky Down Under. They have a 45 minute long cave that we went on with a group that had children ranging in age from 2-9. All were able to do the trip. Also the entire place is oriented toward children so it can be a fun morning outing.
Yes, Kentucky Down Under would be a nice option, as the Onyx Cave there is much smaller and the tour is short. It is more accessible, having just a few tight spots and some steps.
There are some nice shows there, many animal based. We really enjoyed petting the kangaroos.
This is not a cave or tour option but if you are traveling and wanted to see some beautiful sights then Cumberland Falls is a really nice place. You can walk trails (I take my 22 month old on them but have to keep bug spray on him), you can go to the overlook at the falls and they have gift shop, resturant, lodging, swimming and other neat things.
